Yep, it needs more volts and a surge... which is exactly what the technique I've outlined achieved. Unfortunately none of these recommendations fixes the root problem, just gets you out of a temporary jam. Pun intended. Now a bit more on that...

Paint matching

Speaking on behalf of anyone here who might also own a Red McLaren still wearing the ASC factory sprayed Sikkens paint, from personal experience I can state unequivocally that Ford's OEM 'Vermillion' is NOT a color match... but Porsche Guards Red is (thanks Sandy).

I'm sure plenty of you are aware ...

Im wondering if the relay is going bad, going down but not up indicates the motor wiring is in good shape. Also, anyone tried pushing down on the top near the bow screw while the switch is pushed up to see if getting the pressure off the motor always it to turn?
