Stuck throttle

Hello,

I’m relatively inept when it comes to diagnosing mechanical issues, and could use some help. Recently, the throttle on my ’87 has been stuck when cold. At start up, the gas pedal won’t depress. Even manually trying to move the throttle under the hood doesn’t work. When the car warms up, it eventually frees up, but it likes to hang out around 1,100 or so RPMs. Would cleaning the throttle body be a logical first step?

First thing I would do is to remove the throttle body and make sure that it moves freely.
Make sure the cable moves in and out.

If you do clean the TB dont go to crazy. There should be a little "gunk" in it.

The idle is controlled by the throttle air bypass valve--IAC valve.
