86 Convertible Pull down motors

The plastic mounting bracket broke on my tonneau pull down motor so I bought one from Henry. That was a quick fix, but when I release the tonneau, the motor keeps going up and down until I close the cover. Once I close it, the motor pulls it down like it should and stops. I don't think it should act like that.

Also, the (worm drive?) motor that pulls the top down doesn't engage anymore. It was weak but now it doesn't do anything. There is a relay in the trunk that seems to be working all the time, too.

Any thoughts on what is going on?
